 Labour Department Certification

I am travelling to Nepal for H1B stamping. Can someone please provide the information on how to get the Labour certification in Nepal once I get the stamping done. I don't even know the location of Labour Department in Kathmandu so can someone with experience walk me through this process. Thank you in advance .
